About the Building
The Seychelle occupies the southern parcel of Ocean Avenue South, the three-building project Related California built on land the RAND Corporation released when it consolidated into a new headquarters completed in 2004. Santa Monica approved its Civic Center plan in 2005, signed a development agreement with Related in 2008, restructured that agreement in 2010 after the recession, and Related broke ground in February 2012. Moore Ruble Yudell master-planned the site and designed the exteriors, Large Architecture served as architect of record for this building, and Charles Pankow Builders was general contractor. All three buildings opened in 2014.
The building rises ten stories in what the architect of record describes as Type I construction, with an enclosure that combines glass-fiber reinforced concrete, zinc panels and window wall to give the elevations depth. Homes are condominiums under a homeowners association, with Related Management operating the property. One structural fact deserves early attention: the Urban Land Institute records that the city retained the land and granted Related three separate ninety-nine-year ground leases, one per building, so a buyer should have title and the CC&Rs confirm whether the interest conveyed is fee or leasehold.
Related's own records give 93 residences across ten floors in one-, two- and three-bedroom plans with a penthouse collection above. The wider development carried 158 market-rate condominiums including eleven penthouses, the balance of them at The Waverly on the adjoining parcel. Published size ranges disagree sharply. A new-development listing service shows roughly 1,736 to 3,041 square feet, while a listing aggregator shows 849 to 4,950 square feet and adds studios, a type the developer's published mix does not include. The recorded condominium plan is the document that settles it.
Amenity space was marketed at about 11,000 square feet. The roof carries a heated pool and lounge with furnished cabanas, barbecues and fire pits, while a third-floor landscaped terrace holds the fitness room and a yoga and Pilates studio. There is a business center, an entertainment lounge with a full kitchen, a pet spa, bicycle and personal storage, and a lobby attended around the clock. Related markets a personal-assistant concierge program alongside the standard desk. Ground-floor restaurant and retail space of roughly 10,400 square feet sits beneath the residences.
Supply defines value here. Related described Ocean Avenue South as the first major residential development on this stretch of Ocean Avenue in about two decades, and only 93 homes in this building will ever trade. The outlook north and west is Tongva Park, the six-acre James Corner Field Operations park the city completed in 2014, which is protected public land rather than a future development parcel. Sources differ on the total project cost, with the Urban Land Institute and Related's own groundbreaking release giving materially different figures for the same three buildings.
Amenities & Services
The Residences
Related records 93 residences on ten floors, averaging nine or ten homes per level. That is a mid-rise count rather than a tower count, and it keeps corridor runs short on most floors of the building.
The developer's published mix runs one-, two- and three-bedroom plans with a penthouse collection above. Eleven penthouses were released across the wider development, divided between this building and The Waverly on the adjoining parcel.
A new-development listing service gives roughly 1,736 to 3,041 square feet. A listing aggregator gives 849 to 4,950 and adds studios, which the developer's own mix omits. Verify against the recorded condominium plan.
The architect of record notes ocean views from the fourth floor upward. Below that the outlook is toward Tongva Park and the street, which is parkland the city completed in 2014 rather than a development site.
The exterior combines glass-fiber reinforced concrete, zinc panels and window wall, articulated for depth. It is a sealed panelized wall rather than a full curtain wall, so joint sealant renewal is the recurring enclosure cost.
Large Architecture records Type I construction, the fire-resistive category. The building was permitted and completed a full generation after the codes governing the older Ocean Avenue stock, which affects insurance pricing and lender treatment.
Due Diligence
The development's garages hold 627 spaces in total, and this building is served by its own subterranean garage, separate from the one shared by The Waverly and Belmar. A listing aggregator reports two spaces per home.
Pets are accommodated in principle, since the building includes a dedicated pet spa. Weight limits, counts and breed restrictions are not published by the developer or the association, so the operative rules sit in the CC&Rs.
Minimum lease terms and any cap on rented units are not publicly documented. Because the building was completed in 2014, Santa Monica rent control ceilings do not reach it, though citywide just-cause protections can still apply to tenancies.
One aggregator lists dues as covering building and grounds, security, insurance including earthquake coverage, concierge and clubhouse. In-unit utilities are generally billed separately. Confirm the current budget and what the earthquake policy actually insures.
Completed in 2014 to modern code as Type I construction, the building sits outside Santa Monica's mandatory retrofit categories, which target buildings designed or permitted in the 1970s and earlier. Ask the association to confirm in writing.
The building passed its tenth year in 2024, the point at which roofing, sealant joints, pool equipment and garage waterproofing start drawing on reserves. Request the reserve study and three years of budgets and minutes.
Related Management runs the building with an attended lobby and concierge, and markets a personal-assistant program. Whether that service is funded from dues or charged separately is not published, so ask before assuming it is included.
Alteration rules are not published. In a concrete building of this era, expect association review of anything touching plumbing risers, structural slabs or the sealed facade, plus contractor insurance requirements and restricted working hours.
Everything above is drawn from public records, city permit data and published sources. The association’s statutory disclosure package is the only authoritative answer on dues, rules, reserves, insurance and litigation — Ben will request it and read it with you before you remove contingencies.
